Meyer-Grefe used his connections, and in April 1919, Sergei Schukin received permission to enter Switzerland. The Russian consulate in Geneva issued Schukin’s passports, and the consul had to use pre-revolutionary forms on which he manually inked the words “Russian Empire”.
