On February 19 (March 2), 1711, with the establishment of the Governing Senate, he became a member of it, and on February 22, 1711, he left the post of Moscow governor.

The history of the Russian state is a large-scale topic that Zurab Konstantinovich Tsereteli has been working on throughout his entire career. He created portrait busts of Russian grand dukes, tsars and emperors, based on scientific and historical research, as well as images of the Romanov family, embodied in a round sculpture.
