Monitoring of the ONF showed that in almost half of the regions, wages of workers of cultural institutions are behind the average in the subject of the Russian Federation. In 47% of cultural institutions, the average salary of employees did not reach the parameters indicated by the President of Russia in the decree of 2012, that is, the level of average salary in the region. These are the results of the monitoring conducted by experts of the People’s Expertise Foundation on the basis of an analysis of the official website for posting information on state (municipal) bus.gov.ru institutions. The experts of the Popular Front will send to the Ministry of Culture of the Russian Federation a list of problem organizations that are lagging behind in raising wages for workers. The ONF calls on the agency to study in detail the causes of problems in each region and quickly take measures to solve them.
The ONF checked whether the targets were reached to increase by 2018 the average salary of workers of museums, libraries, theaters, cultural palaces and so on to the regional average level. The ONF constantly receives complaints from workers of cultural organizations about the failure to fulfill in their regions the task set by the president regarding salary growth. According to ONF experts, the statistical indicators regularly published by Rosstat demonstrate the average salary level in the region. Therefore, experts of the Popular Front conducted their analysis in the context of each individual cultural institution, which publicly posted its financial statements for 2016 and 2017. on the portal bus.gov.ru. There were 6557 such organizations from 82 regions of the country. The monitoring authors checked how much the average employee of each individual cultural institution receives and compared this salary to the average in a particular subject of the Russian Federation.
Monitoring confirmed signals from citizens - in almost half of cultural institutions (3,065 out of 6,557), the ratio of the average salary of employees in 2017 amounted to less than 90% of the average income in the region. So, according to the Pervomansky rural house of culture of the Krasnoyarsk Territory, the average salary in this institution last year was at the level of 10 thousand 385 rubles, while the average salary in the region amounted to 36 thousand 477 rubles. In the House of Culture of the Maloivanovsky rural settlement of the Volgograd region in 2017, the salary of employees was 5 thousand 693 rubles, while the average salary in the region was 23 thousand 934 rubles.
“Local governments are often satisfied with a common figure without identifying local issues. The average regional reporting results in an almost perfect picture, and the reporting of the institutions themselves is different, diametrically opposed. As a result, a significant difference arises between the real state of affairs and what is stated on paper. People are unhappy, ”said Viktor Rozhkov, head of the People’s Expertise Public Fund Center.
At the same time, he noted that even in those regions where, according to the Federal State Statistics Service, the president’s requirement has been met (for example, in the Vladimir and Sverdlovsk Regions, Primorsky Territory, St. Petersburg, Sevastopol and the Republic of Crimea), there are cultural institutions where the salary is far from ideal and does not reach the average level in a particular subject. ONF activists analyzed the reporting of cultural organizations of the regions - leaders of the Federal State Statistics Service, which posted data on the bus website. gov.ru. And, as monitoring has shown, half of these institutions (220 out of 441) do not reach the average regional income from labor activity in terms of average salary. The difference varies from 10 to 50%.
The May Decree of the president should be executed in all cultural organizations, and certainly not on the principle of "average temperature in the hospital." Reducing salaries is all the more unacceptable. Unfortunately, there are many such cases. From the reports of organizations we reviewed on bus.gov.ru that we reviewed, it turned out that at 5%, the average salary in 2017 decreased compared to 2016, ”Viktor Rozhkov emphasized.
In particular, in 299 organizations in 58 regions of the Russian Federation, salary cuts amounted to almost 7% - in the range from 13 to 15 thousand rubles. For example, the salary in the Inter-settlement district cultural center of the Ust-Udinsky district of the Irkutsk region decreased by 26% (from 24 thousand 026 to 17 thousand 746 rubles); 17% (from 39 thousand 772 to 33 thousand 56 rubles) - in the Kashira Museum of Local Lore in the Moscow Region. The average salary of employees of the Cultural and leisure center of the MO Shelabolikhinsky village council of the Altai Territory fell by 61% (from 20 thousand 350 rubles in 2016 to 7 thousand 848 rubles in 2017). Social activists note a similar situation has developed not only in this institution of the region. The reason for this is the lack of systematic planning and financing of measures to implement presidential decrees. The indicators are achieved mainly due to the reduction of cultural workers. So, in 2018, reductions took place in Zalesovsky, Mamontovsky, Zavyalovsky, Krasnoshchekovsky districts, in Zarinsk and Kamen-on-Ob.
However, as the ONF experts note, there is still movement forward, and in most cultural organizations, salaries have risen. True, she has not yet reached the level designated by the president. But what caused the growth? In a quarter (in 25%) of cultural institutions verified by ONF activists, such an increase was achieved due to the reduction of workers, and the rest were added a load.
According to the study, in 1653 cultural institutions in 79 regions, the average salary in 2017 compared to 2016 increased by 38% (by 6 thousand 684 rubles). While the average annual number of employees here decreased by 26% (from 42, 5 to 33, 7 thousand people), which led to an increase in the workload of employees by 20%.
“Staff optimization is not a solution. Employees take an extra load, work at one and a half to two rates, but this does not help to reach the established level of remuneration. Especially in the conditions when the president in the new “May Decree” designated the development of a national program in the field of culture, which envisages the development of municipal libraries, the creation of museum complexes, cultural and leisure organizations, concert halls and so on, it is completely unacceptable to dismiss cultural workers or reduce their salaries. Such actions could jeopardize the fulfillment of the task set by the president. The Ministry of Culture of the Russian Federation should revise approaches to monitoring the execution of an important instruction of the head of state. For this, it is necessary to conduct at least a quarterly analysis of the financial statements of budgetary cultural institutions, ”Viktor Rozhkov explained.
He added that the ONF will send to the Ministry of Culture of the Russian Federation a list of problem organizations that are lagging behind in raising wages for workers.
