Initially, the artists met every five years, on the anniversary dates of A.K. Ostrovsky. Since 2008, the festival has been held annually, in early December.

The festival program was opened by Kostroma artists. The hosts of the festival welcomed the guests of Kostroma and their fans with the performance “Dowry”, not participating in the competition program.
