It is symbolic that the new art gallery was located on Millionnaya Street, where I. I. Betskoy lived at the time when the nearby Hermitage was founded in the city. In those same years, the Russian National Library appeared in St. Petersburg, which was one of the first public libraries in Eastern Europe.
