Ivan Ivanovich Betskoy served as president of the Imperial Academy of Arts, was the personal secretary of Catherine II, and headed the commission on construction issues in two major Russian cities - Moscow and St. Petersburg. It is symbolic that the new art gallery was located on Millionnaya Street, where I. I. Betskoy lived at the time when the nearby Hermitage was founded in the city. In those same years, the Russian National Library appeared in St. Petersburg, which was one of the first public libraries in Eastern Europe.
