Dear Vladimir Vladimirovich!
On January 19, 2005, the II Reporting and Election Conference of the Creative Union of Russian Artists was held in Moscow, bringing together artists from many subjects of the Russian Federation from Petropavlovsk-Kamchatsky and Yakutia to St. Petersburg and Kaliningrad.
Within the framework of the conference, a large all-Russian art exhibition "Contemporary Art of Russia" was held, at which the works of leading artists of the country were presented. Catalog published.
At the conference, urgent, very relevant and topical issues of the vital activity of the creative union and creative workers were raised today. Conference delegates are forced to note that today the activities of artists are taking place in extremely difficult conditions. We fully share the concern of our colleagues from other creative unions with the fate of Russian art, the situation of creative organizations and the social insecurity of creative workers.
The fact that culture requires the most serious attention is indisputable. She avenges self-neglect. And it is culture - that foundation on which civil society is built. In our opinion, most of the problems in this area arise due to the lack of a legislative framework that defines the foundations of the activities of artists and creative unions as organizations that unite them.
Due to the lack of legislatively fixed status of artists as a category, they simply forget about it when developing new legislation and introducing changes and additions to existing ones.
Due to their uncertain status, they are trying to apply norms and legal mechanisms to artists as entrepreneurs. This extremely complicates the already difficult situation of creative workers and does not correspond to the nature of their work.
The Creative Union of Russian Artists is a powerful, dynamically developing creative structure that tries to adequately respond to the tasks set by time and sets as its main goal the protection of the interests of Russian artists of all directions and genres. For several years now, the Creative Union of Artists of Russia, with the support of the Russian Academy of Arts, has held major cultural programs and exhibitions. Constructive relations are being established with state institutions of power in Moscow, St. Petersburg, and federal districts. And in this regard, the experience gained by the Russian Academy of Arts and its department for working with regions is extremely relevant for us. On the example of the largest art exhibitions "My Siberia", "Red Gate", "Golden Ring of Russia", "World of the Caucasus", " Skyscrapers ”Was tested and, in our opinion, successfully, applied a completely new model of relations between cultural figures and government officials in the regions. These exhibitions were held with the active support of not only the federal center, but also the permanent representatives of the President of the Russian Federation in the federal districts, governors, mayors of cities and heads of administrations. This made it possible to quickly, constructively and without unnecessary bureaucratic delays solve organizational and economic issues. As a result of these exhibitions, more than 100 artists were presented to high state academic awards and titles.
By unanimous decision of the conference delegates, Eduard Nikolayevich Drobitsky (vice president of PAX, people’s artist of the Russian Federation) was elected president of the Creative Union of Artists of Russia. Considering that the Creative Union of Artists of Russia carries out its activities in constructive cooperation with the Russian Academy of Arts and enjoys the full support of the Academy, Zurab Konstantinovich Tsereteli was elected co-president of the Union of Artists of Russia (PAX President, People’s Artist of the USSR, USSR State Prize laureate, Hero of Socialist Labor, academician of the Royal Academy Arts San Fernando (Spain), Academician of the Academy of Fine Arts of France, Goodwill Ambassador of UNESCO).
The vice presidents of the Creative Union of Artists of Russia were also elected: I. B. Instead of 35 regional secretaries, a proposal was made to elect seven vice-presidents of the Creative Union of Russian Artists in charge of federal districts from among well-known, respected artists, with permanent representatives of the President of the Russian Federation in federal districts. Naturally, on the ground, most issues of the creative union are much easier to solve with the permanent representatives of the President of the Russian Federation in federal districts

In conditions when the center transfers decisions of economic issues in the okrugs, and culture is completely dependent on the political and economic will of the authorities, it is extremely important for the Creative Union of Russian Artists to have representatives in the federal districts, respected, well-known people who will establish relations between the union and the authorized representatives of the President RF in districts, by governors, city administrators, representatives of politics and business of the region, as well as in close cooperation with the Russian Academy of ozhestv. Let us give an example of solving emerging issues of the life of creative unions and cultural workers in the federal districts. It is worth noting the experience of the Russian Academy of Arts and its department for working with regions. Practice has shown that the close cooperation of the Academy with the leadership of the districts has helped to hold large art exhibitions listed above in the b districts and 58 cities of the Russian Federation. And in this regard, we could not ask for help from the Ministry of Culture of the Russian Federation. All issues regarding the organization and holding of exhibitions were resolved with the governors, mayors, heads of administrations and local ministers of culture. The Academy found the opportunity to award 116 people with gold and silver medals, 22 people to nominate as PAX Corresponding Members and over 500 people to be awarded with diplomas and thanks. Permanent Representative of the President of the Russian Federation in the Central Federal District G.S. Poltavchenko and PAX President Z.K. Tsereteli awarded the Academy of Culture and Art workers of the Central Federal District and demonstrated the viability of the great idea of close cooperation between the Federal District and PAX. Original solutions to problems and questions for cultural and art workers were found. The II Conference of the Creative Union of Artists of Russia fully supports the idea of G.S. Poltavchenko and the Russian Academy of Arts in solving vital issues for the creative unions of Russia and cultural and art workers. Delegates to the TCX Russia Conference decided:
1. To ask the President of the Russian Federation V.V. Putin to support and implement the initiative of the Central Federal District and in other federal districts of the Russian Federation.
2. Request the Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District G.S. Poltavchenko on the meeting of the leadership of the Russian Academy of Arts and the Creative Union of Artists of Russia with the President of the Russian Federation V.V. Putin.
Culture is a fundamental factor in building a modern civil society, therefore, the state as a subject of power and law needs to create a system of economic, legal and other conditions conducive to the preservation and development of culture as the spiritual basis for the existence of the people.
