State duty is not paid:
- authors of cultural property that they themselves export;

- for valuables that are exported for return to the owner from another’s illegal possession.
The author does not need permits to export his own works, but all of them must be declared when moving across the customs border.
Export of cultural property from the territory of Ukraine
To obtain permission to export from Ukraine, you must contact the Ministry of Culture to conduct an examination and obtain a document that indicates that the exported items have no historical value. Examination is paid regardless of the result. The Ministry of Culture issues a square seal certificate authorizing the export from Ukraine, which is valid for three months.
After that, the owner must contact the State Service for Monitoring the Movement of Cultural Property across the state border of Ukraine. Here are provided:
- an application for a certificate of export of cultural property;
- identity document of the owner;
- two color photographs of each subject, with a size of at least 9x13 cm, but no more than 10x15 cm;
- a list of exported items in duplicate.
Documents confirming the purchase of items and their value should be submitted: receipts, checks, etc.
You must apply for the export of cultural property from Ukraine a month before crossing the border.
State control services are located in Kiev, Lviv, Odessa, Uzhgorod, Kherson, Chernivtsi, Dnipropetrovsk and Simferopol.
The rules for the export of cultural property do not apply to souvenir products. Also, you do not need to issue any permits for the export from Ukraine of works of contemporary art that were purchased on the distribution network (you need to have checks) and created after 1950.
Export from the Republic of Belarus
In the Republic of Belarus, the Ministry of Culture issues a permit for the export of art objects (or a certificate of the absence of historical and cultural value). Copies of the certificate for the right to export cultural property are issued to the applicant and customs authorities, another copy remains in the Ministry of Culture of Belarus.
The following are provided to the expert commission of the Ministry:
- items themselves;
- written statement;
- two photos for each position, photo size - at least 10 x 15 cm.
The certificate issued is valid for a year. State duty ranges from 0.1 to 2 base units. From April 1, 2012, the state duty ranges from ten thousand to two hundred thousand Belarusian rubles.
